What is the Dialogues with Industry?
The Marine Technology Society (MTS), Global Ocean Observing System (GOOS), National Oceanic and Atmospheric Administration (NOAA), and industry partners, Kongsberg Discovery & L3Harris launched Dialogues with Industry—a forum designed to spark focused, solution-driven discussions across sectors. These dialogues bring together companies, researchers, and government leaders to develop actionable recommendations that strengthen collaboration between the public and private sectors, helping to expand and evolve a multi-sectoral Global Ocean Observing System that supports science, society, and the Blue Economy.
By connecting innovators and decision-makers from across the ocean observing enterprise, Dialogues with Industry works to dismantle barriers, identify new market opportunities, and accelerate the growth of a more mature, resilient, and responsive global ocean observing, forecasting, and information delivery system.
Recognizing the urgent need for stronger communication and coordination, MTS, GOOS, NOAA, and industry partners are driving this effort to ensure that global observing technologies and services can meet rising societal and economic demands.

Dialogues with Industry - Harmful Algal Blooms (HABs): Reports & Recordings
HABs Background Paper – This background paper sets the scene by focusing on the terminology, concepts, challenges, and opportunities related to generating sustainable HAB observations, incorporating HAB data into forecasting, early warning, and monitoring programs to mitigate HAB impacts and bolster efforts to develop HAB control methods and assess their safety and cost-effectiveness. Dialogue 1 Report – The first session in the Dialogues with Industry: Harmful Algal Blooms (HABs) series tackled a key question: How can we scale commercialization of HAB detection tools while aligning with diverse regulatory needs and emerging markets? Dialogue 3 Report -The third Dialogue in our HABs series asked a critical question: how can we build and sustain the capabilities of the HABs enterprise to meet current and future needs? Dialogue 3: Advancing Control Technologies gathered 15 thought leaders from industry, government, and research institutions to discuss systemic challenges and opportunities to strengthen the HABs value chain.
